Quito, Ecuador – Natsar’s principal, Josh Moulin, recently returned from Quito, Ecuador, where he participated in a US government mission to enhance the incident response capabilities of the Ecuadorian Ministry of Telecommunications (MINTEL). As part of a team of cybersecurity experts, Moulin contributed to a week-long training session that marked the culmination of months of collaborative efforts to establish and develop the Ecuador Computer Security Incident Response Team (CSIRT). This initiative was funded by the United States Agency for International Development (USAID) and conducted in partnership with Cambridge Global Advisors (CGA).
Moulin played a key role in drafting Ecuador’s incident response plan, evidence handling guidelines, and the concept of operations (CONOPS). His contributions included developing the organizational structure, defining personnel roles, outlining mission objectives, and establishing program management, staffing requirements, and scope.
Throughout the training, Natsar, along with other experts, equipped the MINTEL team with crucial skills in incident response, digital forensics, and evidence handling. The sessions included practical exercises in digital evidence collection and analysis, chain of custody management, and tabletop scenarios designed to test and refine the new policies and procedures in a controlled environment.
